Phillip Masilo

Phillip Masilo specialises in the fields of occupational mine health and safety, employment, local government, and public law. He has advised a wide range of private and public-sector clients, including trade unions, municipalities, and national government departments. He has extensive experience in general litigation and the drafting of contracts. He has litigated extensively in various forums including the Magistrates’ Court, High Court, Labour Court, CCMA, the Education Labour Relations Council, as well as various other tribunals. Phillip has appeared at numerous occupational accident inquiries in the mining and construction industries, represented several municipalities in labour matters, and investigations and served as an evidence leader in disciplinary hearings involving senior management.

He has also advised municipalities on various aspects of the Local Government: Municipal Systems Act, Local Government: Municipal Structures Act, Municipal Finance Management Act and Treasury Regulations. He has experience in supply chain management and procurement law, having represented the National Department of Public Works in cases involving supply chain management and procurement disputes.

Phillip served as a special advisor to the Minister of Public Works from 2011 – 2016 and advised widely on legal, policy and governance-related matters. He is currently serving as the board member of the Mental Review Board (Johannesburg) appointed in terms of the Mental Health Act, where he deals with, amongst others, applications/appeals by mental care users.

He has co-authored the Commentary on the Mine Health & Safety Act (Juta) and a pocketbook companion titled Understanding the Mine Health & Safety Act (Juta).

Phillip holds a B Juris degree (1998) and a Bachelor of Laws (LLB) (2000), both from the University of Potchefstroom for Christian Higher Education. He also has a Certificate in Legal Drafting from the University of Cape Town (2004) and a Certificate in Sports Law from the University of Pretoria (2007).
